Oviedo was a legend in his own time - one of the last "great" Captains of the "age of adventure" in the Milky Way Galaxy. As Captain of the USS Intrepid, he made many new discoveries, had several first contacts, negotiated treaties, survived many crises and, most notably, was one of the heroes of the Orion-Andorian War.
After the Intrepid, Oviedo became an instructor at Starfleet Academy. It was there that he took a personal interest in identifying talented young cadets and grooming them for command. His most promising prospect was a young cadet named Cole Weston.
After getting a new command - the USS Pegasus, Oviedo requested Weston as his helmsman right out of the Academy. Weston's best friend, Solon Vega, also joined the crew as a security officer. Almost immediately, the Galactic War broke out. Over 10 years, Weston worked his way up to First Officer and Vega eventually became Security Chief and 2nd officer.
After the war, Oviedo was disappointed that Weston left Starfleet to pursue a career as an independent explorer and surveyor. Knowing Weston's penchant for wanderlust and discovery, he helped obtain permission for Weston’s private ship to explore the last few unknown pockets of the Milky Way on behalf of the Federation.
Captain San Lagos was promoted to Commodore and chose Vega as his First Officer. He eventually took a “desk job” as an Admiral. He was instrumental in getting Vega his own command, albeit a small ship - the USS Horizon.
Due to his experience as a Captain and his renown as an explorer himself, Admiral San Lagos was picked by Starfleet to organize the Andromeda Expedition. His first and only choice for the Director of the mission was his old protégé, Cole Weston. And for the Captain of the new Enterprise that was being built for the mission, he agreed with Weston’s personal request of Solon Vega.
Oviedo has the wisdom and humility that comes with decades of experience. He has lived a full, adventurous life and, while he is happy for Weston and Vega, there is a part of him that envies them and wishes he were going with them.
